Design manual

Council has adopted an Infrastructure Design Manual (IDM) to define the standards of construction for many kinds of infrastructure that is to be built in road reserves. The IDM is available for download at http://www.designmanual.com.au/.

This IDM was designed to clearly document and standardise Council requirements for the design and development of municipal infrastructure. It has been developed explicitly for use in Victoria and has been adopted by 44 municipal councils from across rural and regional Victoria.

The IDM aims to also expedite council engineering approvals and ensure that minimum design criteria are met in regard to the design and construction of municipal infrastructure regardless of whether it is constructed by Council or a developer.

New developments

Council uses the IDM to define the infrastructure requirements of new developments, including roads, drains, and footpaths.  Your planning permit, once issued, will specifically outline these requirements. These conditions vary substantially depending on the size, location and type of proposed development.

Council recommends contacting the Planning Department to discuss your proposed development on (03) 5232 9400, or view the Planning and building area of Council's website.

Driveways

The IDM Standard Drawings provide plans that outline the requirements for new driveways. The following Standard Drawings apply for different types of driveways:

  • SD 235 - Retrofit Residential Vehicle Crossing Detail
  • SD 236 - Retrofit Industrial Vehicle Crossing Detail
  • SD 240 - New Residential Single Vehicle Crossing Detail
  • SD 245 - New Residential Shared_Double Vehicle Crossing Details
  • SD 250 - New Industrial Vehicle Crossing Detail
  • SD 255 - Typical Swale Drain Vehicle Crossing (Rural Entrance)
  • SD 260 - Typical Swale Drain Vehicle Crossing (Fringe Urban or Rural)
  • SD 265 - Typical Semi or B Double Vehicle Crossing (Rural Entrance)

Drains

The Legal Point of Discharge (LPoD) is a point specified by Council where stormwater from a property must be discharged. This point is usually a Council stormwater drain, street kerb and channel or a roadside drain.

Works within a road reserve

If works are to be completed within a road reserve, there may be a requirement to obtain a permit for works within a road reserve.
