Road closure - works to be undertaken at Koonya Avenue, Wye River

What we’re doing

Colac Otway Shire Council is undertaking site works on Koonya Avenue, Wye River as part of Bushfire Emergency relief for Wye River and Separation Creek. Keystone Civil have been engaged to construct an underground stormwater line which will provide additional drainage to the existing infrastructure and remove current issues in the area.

When will the works take place?

Works will begin on 11 July 2019 until late July, subject to favourable weather and site conditions. 

Works will be undertaken between the hours of:

Monday to Friday, 7.00am and 5.00pm

How this affects you

At times Koonya avenue will be under construction and require heavy plant and machinery movements, taking up some sections of the roadway. Unfortunately, we will need to close the road during the day, meaning that Koonya will be inaccessible to drivers wanting to connect from the bottom to the top of Wye River. Please use Karingal drive to avoid these works.

We thank you for your patience and aim to have the works completed as quickly as possible.

Pits and Pipes Drainage Works, Wallace Avenue, Wye River

Pits and pipes drainage works will be undertaken at Wallace Avenue in Wye River from 22 July for approximately four weeks (weather permitting). Council wish to advise Paddy's Path will be closed while works are being undertaken. MESSAGE FROM THE WYE SEP KENNETT RENEWAL ASSOCIATION:

The work of the Wye Sep Kennett Renewal Association (WSKRA - formerly CRC) is now complete, and we will dissolve effective March 7. It has been a privilege to work with the community, local and state government to articulate and realise the community's plan following the 2015 bushfire.

Community Renewal Plan for Wye River, Separation Creek and Kennett River

This Renewal Plan for Wye River, Separation Creek and Kennett River has been produced by the Wye Sep Kennett Renewal Association (WSKRA) in consultation with the community, to identify and implement initiatives to achieve the vision that the community has identified for itself.

Wye River & Separation Creek Building Forum Wrap

Approximately 100 Wye, Sep and Kennett property owners and potential owners attended the Building forum at Geelong Conference Centre on 22 October. Qualified and experienced professional experts were selected as guest speakers, to provide information on the unique issues encountered when building in the townships.

The forum covered a wide variety of topics including geotechnical information, planning applications and processes, fire awareness, house design and building, plumbing and landscaping for fire mitigation.Feedback from those attending was very positive, with people saying they’d learnt a lot and had all their questions answered by the many experts on hand. The sit-down lunch provided was also much appreciated! Thank you to Yvette Hill for organising this very successful event.

Stanway Drive landslip remediation update

The contract for the Stanway Drive landslip remediation project was awarded to Geotech Pty Ltd.  Geotech have established their job site compound on land near the east corner of Stanway Drive and the Great Ocean Road.

The works will commence on 23 May, weather permitting, and completion is expected at the end of August.

The works on the upper and lower banks of Stanway Drive  include :

  •  Site clearing
  • Drainage above and across Stanway Drive
  • Excavation
  • Soil Nailing
  • Erosion matting placement (black matting, not yellow as on the Great Ocean Road.)
  • Rock beaching

Road pavement and kerbing works in the upper section of Stanway Drive.

Planting of over 6,000 indigenous plants on the upper & lower banks will be undertaken in spring.

 

Construction of retaining walls across Wye River and Separation Creek

Colac Otway Shire’s contractors have completed construction of all retaining walls four weeks ahead of schedule. Thank you for your patience during the construction period.

 

Reticulated stormwater drainage for the townships of Wye River and Separation Creek

Thank you to everyone for providing feedback through two rounds of community consultation on the stormwater drainage designs. The consultation period is now over, and Cardno has completed the detailed design. We have published the final designs on WyeSep Connect website:

 Council has also consulted with WSKRA (formerly CRC) Flora Fauna and Beachscape Work Group with regards to stormwater drainage design Environmental Impact Statement. The Work Group consolidated all community feedback and provided a response to Council:

The project has now moved into the tender process, with works separated into three contracts: 1) pits and pipes, 2) table drains, driveway culverts and ancillary works, and 3) revegetation and reinstatement.

The first two contracts; pits and pipes and table drains, driveway culverts and ancillary works are currently out to tender from Friday 27 October until 22 November. Tenders will be awarded on 13 December 2017. We expect construction to commence in late January 2018, after Australia Day. Construction is scheduled for completion by the end of June 2018.

Council will be contacting property owners in the next few months where drainage infrastructure is proposed to be located on their property.

 

Construction, Traffic and Environment Management Plan

Council approved the Construction, Traffic and Environment Management Plan (Plan), in June, which was developed by Colac Otway Shire and Coffey to guide construction during the rebuild phase of renewal.

The Plan will provide residents planning to develop or construct residences on their land with guidance on meeting the planning approval requirements of Colac Otway Shire. Many of the management measures provided in this plan are based on Victorian government policy or legislation; others have been introduced by Colac Otway Shire to meet the requirements of the communities of Wye River and Separation Creek. 

Colac Otway Shire, along with all residents and principal contractors will ultimately be responsible for the implementation of the Plan for Wye River and Separation Creek and communication with all relevant stakeholders.

This will involve:

  • Enforcement of compliance with EPA Maximum Construction times to moderate the impact of construction activities on the local community’s amenity
  • Implementation of the temporary traffic management plan and associated parking restrictions to ensure the safe movement of traffic and minimize the risks to vehicle operators and pedestrians. This includes the enforcement of a 20 km/hr speed limit for the area. Enforcement of current legislation and, if required, higher control standards stipulated within the plan to minimize damage to the environment and amenity.

The CTEMP will be administered through the use of planning and building permits within the Wye River and Separation Creek townships. Landowners wishing to rebuild will have to comply with the requirements of the CTEMP and ensure that all contractors also strictly adhere to the plan. These requirements will be issued on all future planning permits for demolition/removal of a building, construction of a new building, or construction of retaining walls over 1m in height.

Installation of traffic signage

November 2017

In accordance with the Construction, Traffic and Environment Management Plan, Council will be installing additional traffic signage in Wye River and Separation Creek towards the end of November. New signage will include speed limit signs; ‘no stopping’ signs, and ‘give way’ signs. As the high season approaches, Council will be monitoring adherence to traffic regulations to ensure the safety of visitors and residents.
